Houselessness

  • Helped design the most innovative Enhanced Service District in the Central Eastside, emphasizing support for people experiencing houselessness and enhanced transit access.
  • Located and permitted the first hygiene hub in the Central Eastside.
  • Provided support for tiny home villages — Hazelnut Grove and Argyle Village — and led mediated community conversations to manage expectations and decrease opposition.
  • Supported the Here Together Coalition's successful passage of a regional measure to fund solutions to houselessness.

COVID-19 Response

  • Helped implement the Safe Streets Program, using the Neighborhood Greenways network to give people more space to walk, bike, roll, do business, and get around during the pandemic.
  • Helped implement the Healthy Businesses Program, allowing restaurants and businesses to expand seating onto the street — free of charge.
  • Volunteered in the Emergency Coordination Center and helped create the Joint Volunteer Information Center (JVIC) to connect volunteers and donations to community organizations.

Transportation

  • Developed The Rose Lane Project with a deep racial justice lens and creating a plan for dedicated bus and bike-only lanes across Portland, decreasing traffic congestion and encouraging commuting via transit and bike.
  • Developed the Bureau's first gun violence response program that prioritized creative infrastructure and community placemaking to minimize opportunities for violence.
  • Developed Building Belonging as a stabilization framework for PBOT planners and project managers to minimize impacts on gentrification and displacement.

Government Transition

  • Co-led Portland's charter reform change management plan — guiding city employees through the most significant restructuring of Portland's government in a generation.
  • Directed the first independent Salary Commission under the new charter structure.
  • Helped develop the City Organization Project to restructure independent bureaus into a more logical and cohesive government body
  • Built and led the inaugural office of Councilor Candace Avalos, managing a $1M+ public office budget and advising on housing, homelessness, and governance strategy.
